Roboco is the start of the problem. Roboco doesn't sell. No one cares about it. An anime came out and still no one cared. It sells only enough that it's slightly better than trash that newly gets added but shortly axed. Roboco is the standard for what is allowed to survive. Kiyoshi, Himaten and Under Doctor were allowed to survive even though under any other era they would have been axed in 18 chapters.
