Kagurabachi is the only hit Weekly Jump has had in recent years.It's their second or third best selling ongoing manga after One Piece, but they treat KGB very poorly.Not long ago, when there was a group cover, Chihiro (the MC of KGB) was drawn very small, like some kind of axe bait.Plus, it seems like KGB's anniversary celebration was skipped.And last week and this week, KGB was shoved to the very bottom of the ToC.What does all of this mean? Why does it feel like Jump's editors are actively sabotaging their own hit?

Hokazono is struggling with his workload, hence why there was a month long hiatus not long ago and the chapters have had less pages since then. Giving him big covers or color pages makes things harder for him so they mostly don't do that. Low ToCs are probably because he's submitting the manuscripts late.
